What transition means
and how Indonesia addresses this

Indonesian law creates strong rights. It does not create a transition process. There is no statutory requirement for measurable postsecondary goals, no age at which planning must begin, no obligation to conduct transition assessment, no requirement that adult agencies be invited to a school meeting, and no exit document comparable to a Summary of Performance. IDEA's contribution is not only that it entitles services but that it choreographs the handoff; Indonesian law leaves the handoff to whoever happens to be paying attention.

The definition of transition
and how it differs to the U.S.

Transition is the planned movement from the structured entitlements of school into an adult world where nothing is automatic. In the United States that movement is legally scaffolded. In Indonesia it is not, and that gap is the single most important fact a Jakarta family needs to understand.

Transition planning is a coordinated set of activities, built around a student's own strengths, preferences and interests, that prepares them for life after school: further education or training, employment, independent living and community participation. The research base is consistent about what makes it work. Kohler's Taxonomy for Transition Programming 2.0 organizes effective practice into five categories, student-focused planning, student development, family engagement, program structure, and interagency collaboration, and interagency collaboration is the one most often missing (Kohler et al., 2016). Paid work experience during high school, inclusive academic settings, self-determination instruction, parent expectations, and interagency involvement are among the strongest predictors of post-school success (Mazzotti et al., 2021; Test et al., 2009).

A resource directory exists because families cannot act on those predictors without knowing which doors exist and when to knock on them.

United States vs Indonesia:
Transition Systems

United States
entitlement, then eligibility
IDEA 2004 (PL 108-446)

Requires transition services in the IEP no later than the IEP in effect at age 16, built on age-appropriate transition assessment, with measurable postsecondary goals in education/training, employment and, where appropriate, independent living. Outside agencies must be invited with consent; a Summary of Performance is required at exit.

WIOA 2014 (PL 113-128)

Reserves at least 15% of state VR funds for Pre-Employment Transition Services from age 14–16. Section 511 restricts subminimum-wage employment for youth under 24.

Rehabilitation Act Title I · Section 504

Funds state vocational rehabilitation on an eligibility basis; §504 bars discrimination but shifts the burden — the adult must self-identify and request accommodation.

ADA 1990 / ADAAA 2008

Civil rights in employment, public entities and transit, and public accommodations. Governs reasonable accommodation in the adult workplace.

Social Security Act

SSI, SSDI, Medicaid eligibility, and work incentives (PASS, Ticket to Work, 1619(b)) that let a young adult work without losing coverage outright.
